I would not touch that game with a twenty foot pole. I would not touch Black ops declassified with a ten foot pole. If only looking for older and download titles from the PSP, I would get a PSP and pick up a Vita when they drop in price next holidays. Vita is going to be $150 more but you will have it when anything new you may like comes around. Really comes down to what you want to spend and if the games you want are available to download. Unfortunately it seems PSN games made for the PSP do not have this. Vita only games are commonly have the ability to play either on the Vita or the PS3.

But with how expensive memory is.PSP used copies are easy to come by if you can deal with load times (and hauling the discs around). If you got a Vita you would have only access to the download copies only anyway. PSP games download versions almost always load x10 faster than the disc copy. PSP and Vita require the memory card to save games. Nintendo did it right with the 3DS with including a 2Gb card (I think 4GB now), despite game saves saving to the game cartridge still.

Vita memory cards are only sold by Sony and are a different size than the Pro Duos. Then you have to factor in the price of a memory card. They are $100 new (Think I got mine for $130 with 2 game pack). Vita was announced but I had no plan to pay $250+. I got a PSP-3000 a year ago so I had access to exclusives and any updated versions of games I did not own in the DS yet.
